Architectural Project Template & Checklist

The Homestead Homeowners have voted to have covenants to preserve the neighborhood and prevent changing the character that attracted everyone to live here.  In the covenants, the Homestead Homeowners Association Board is charged with helping neighbors comply with the covenants protecting the neighborhood. 

Exterior building projects must be submitted to the Homestead Homeowners Board of Directors for review against the covenants.  Any improvements to the home or property that are visible from the outside are covered in the covenants.  An approval by the HHA Board ensures that Jefferson County and any concerned neighbors can be assured that the project meets the requirements of the covenants.  The Architectural Template and Checklist can also serve as an aid to guide the Homeowner in completing the project successfully.

Whether the Homeowner or a contractor performs the work, the desired change to the property normally starts with a plan.  Once the plan is created, the next step is to submit it to the HHA Board.

The following is a list of things to consider when creating the project plan:

_____  Read through the HHA Covenants to make sure the project does not conflict with any Covenants.

_____  Contact Jefferson County to make sure the project does not violate County building codes.

_____  What building permits will the project require?

_____  Will the proposed project conflict with existing water lines, power lines, phone lines, drainage, utility easements, etc?

_____  Should the Homestead Water Company or IREA be apprised of any project plans?  Will any proposed construction affect their water or power lines or affect access to those lines?

_____  Will any neighbors be impacted by the view of the project during or after completion?  Affected neighbors should be approached and given a review of the project.  Provide project notification letters to the surrounding neighbors.

Checklist of items to submit as a Proposal:

_____  Provide the Name, address, lot number and filing and contact information of homeowner.

_____  Include a Project Description, including detailed scope of work, the expected duration of work, along with an assessment of ambient noise and construction dust/residue.

_____  Include paint chips, and other examples of colors and materials for consideration.

_____  Site plan (scaled plot plan with scale on the drawing, and with landscape topography, property lines and setbacks drawn in, easements, cardinal direction, driveway, street, utilities, any exterior fixtures or upgrades that have been done in the past, grading, trees and shrubs, fencing, power lines, utility poles, drainage, streams and all buildings as necessary for complete understanding of the proposed project.)

_____  Architectural drawings or blueprints of work to be done. (elevations, perspectives, floor plans, detail plans, section views as necessary for complete understanding of the proposed project)

_____  List any potential impact on any nearby neighbors.  Include copies of project notification letters to surrounding neighbors.

_____  Explain any proposed project conflict with existing water lines, power lines, phone lines, drainage, utility easements, etc.

_____  List any Jefferson County permits that will be required.
