DRAFT – HOA Annual Meeting Minutes – March 15, 2025

Meeting Duration: 10:00am to 12:00pm, Intercanyon Fire Station (7939 S Turkey Creek Rd, Morrison, CO 80465)
Board Members Present: ST Womack, Mike Willemin, Pat Friel, Marc Bohn
Non-Board Homeowners Present: See attendance sheet

  • Introduction of the board (Marc Bohn, President)
    • Motion to approve 2024 meeting annual minutes, minutes were approved
    • No new updates to bylaw or covenants this year
  • Treasury Report (ST Womack)
    • 2024 was a good year, ended the year $702.22 under budget with approximate $21K in reserves
  • We are projected to go over budget in 2025 largely due to increases in the Homeowners Insurance premium.  If insurance premium does not reduce, board will need to increase HOA dues.  2025 will remain at $50 and this will be re-evaluated at the beginning of next 2026.

Maintenance Committee Update (Pat Friel)

  • Road Repairs
    • All requested road repairs have been performed.  Jeffco has an online portal that has really streamlined the request process.  Requests can be submitted via smart phone at myjeffco.com
  • Speed Limit Signs
    • Request for additional signs was submitted to Jeffco and request was not fulfilled.
    • Board has been evaluating installing signage over the past year and developed drawings with existing sign locations and proposed locations.  Drawing was presented at meeting. 
      • Meeting attendees were concerned that signs would be expensive, and ineffective.  Attendees requested that board look into electronic flashing mobile speed limit sign that could be moved around HOA.  Board took this as an action to explore further
      • Also discussion around contacting the sheriff routinely to request speed trap trailer as this has proven to be an effective method to reduce speeding.  Residents and board agreed to reach out proactively.   
    • Discussion around overgrown vegetation around signage.  Attendees were onboard with cutting back vegetation to expose signage, permission will be requested from homeowners where required.

Architectural Committee Update (Mike Willemin)

  • Discussion around what the architectural committee does, examples of what items should be sent to the board for approval.  Board is not here to deny requests, we are here to maintain property values.  Just use common sense. 

Insurance Representative (Dusty Harrington, Farmers Insurance Agent)

  • Almost all insurance premiums are going up, non-renewals are also happening.  Firewise ratings mean almost nothing for insurance (USAA is the only insurance that does a discount for Firewise).
  • House Bill 1182 is in the process of being enacted.  This new bill will give homeowners more options on insurance if they get denied or non-renewed
  • If your with a Standard Carrier (ie: State Farms, Travelers, etc.) you should stick with them because switching to another Standard Carrier is very challenging as they can only write 10% new policies in our area.  You may be forced to go with a non standard carrier that is not licensed or regulated by state, this will likely be a lesser policy and more expensive. 

Open Floor Discussion

  • Sharon Malek – concern around street signs being made of wood and non reflective.  During fire first responders may have a difficult time navigating development.  HOA board took action item to looking non wood reflective street signs.  Existing signs have character and history, homeowners requested we try and preserve them if possible. 

Joe Musca (Board Member – Homestead Water Company)

  • 501©12 non profit, anyone can attend board meetings
  • Health of the system
    • $600-700K currently in reserves to unplanned maintenance
    • New pump house/treater
    • 6” pipe connecting both sides of 285, 18 miles of water main 6’ deep
  • Leaks do happen, if you see water in the ground that doesn’t make sense let the water company know
  • Current issues:
    • Gross Alpha – We now have 4 quarter of clean water below Gross Alpha threshold, great news
    • PFAS  – currently EPA doesn’t publish standards and we are at 1 grain of sand per three Olympic Swimming Pools which is very good.  If/when EPA starts to regulate PFAS there could be more stringent requirements that require additional treating. 
  • $900K loan for water treatment has been paid off.  Capital expense has fallen off everyone’s bill so homeowners should see a significant reduction in monthly bill. 
  • Rate structure has also changed to incentivize less usage
  • Highly recommend homeowners sign up www.waterscope.us to help monitor usage and alert if there is a leak.  Water meter serial number will be required to sign up for this service, this can be obtained by calling Homestead Water Company. 
  • If you go out town turn water valve off!

Homestead Planning Unit Community Ambassador Update (Sharon Malek)

  • Open position, looking to recruit
  • Update on slash, no update, Jeffco hasn’t published info yet
  • Chipping program will now be lottery, and you need to have Wildfire HEAT assessment
  • 29 planning units participate the chipping program, we came in 2nd with 33 of our properties using the chipping program, great work!
  • Wildfire preparedness day May 3rd, day to spend some time thinking about wildfire preparedness. 
  • May sure everyone is keeping track of expenses and time spend on fire mitigation as this is a tax write off and information we need to maintain our Firewise certification!
  • Debbie – asked if the board could consider purchasing a chipper, board will review

Fire Chief Shirlaw

  • Evacuation will be based on planning units
  • Inter-Canyon and North Fork has unified and is now Conifer Fire
  • Elk creek was voted to unify as well but there were two appeals (with County Commissioner now)
  • Board just approved for remodel of Station 3 (by Windy Point), which will allow for 24/7 staffing, fire and paramedics (aiming for 7 personnel on staff at all times)
  • Elk creek tries to have 5 on staff at all times and averages 3 at a time.
  • Jimmy – when the pre-evacuation came out for Quarry fire it said “Homestead South” which doesn’t exist?   Chief Shirlaw – confirmed this should have been Jennings Road area.  This is why we are moving towards planning unit based evacuations now.
  • The unification will bring mil levy down from 14.651 to 12
  • Jenni – how many calls are medical calls?  Chief Shirlaw – most of the calls are medical, 70%+
  • Homeowner – Does the department  get reimbursement from medical insurance companies for EMS calls.  Chief Shirlaw – They get about 30% reimbursement.
  • Board – Big thanks for firefighters work for protecting us during last summers fires, Board motioned to give $1,000 donation to Conifer Fire for our continued support, unanimous agreement,
  • Elk creek is coming up for board election May 6th.  If residents know anyone in this area push to residents to vote for unifications with Conifer Fire as this will help community.
  • Board motioned to approve $300 donation to HEAT, unanimous agreement

Proxy for open board positions

  • Marc Bohn and ST Womack have completed their 3 year terms and we are looking for 2 new board members.
  • Silvia Olney volunteered to be on the board
  • ST and Marc agreed to remain on the board until all open positions were filled
